What is tenant screening?

Tenant screening is a focused check of relevant information supplied by a prospective tenant before a tenancy agreement is signed, such as identity, income, employer, rental history and the consistency of supplied documents.

The purpose is not to judge the applicant's private life. It is to verify information relevant to the rental decision.

What can tenant screening check?

An insufficiently informed rental decision may result in payment problems, identity fraud, subletting or a prolonged dispute. Tenant screening helps reduce this risk by factually verifying relevant information.

Depending on the selection criteria, screening may examine:

  • identity: consistency between name, date of birth and supplied documents;
  • employer and income: whether the employer exists and whether salary documents are consistent;
  • self-employment: relevant public business information;
  • rental history: previous addresses and landlord references, with the applicant's knowledge;
  • relevant public financial or business risk indicators.

Documents and objective selection

Altered documents are not always immediately recognisable. We therefore assess whether supplied information — names, account details, dates and calculations — is consistent, and flag contradictions or an unclear origin.

A landlord may use reasonable and objective selection criteria applied consistently. An applicant must not be rejected because of characteristics unrelated to the tenancy, such as ethnic origin, skin colour, religion, sexual orientation, gender, health, political opinion or family composition where it has no objective relationship with suitability of the property.

The landlord decides, we verify the facts

Dutch Detective Agency investigates verifiable information and does not make the final rental decision. The landlord or letting agent remains responsible for a transparent procedure and proper reasoning.

How tenant screening works

1. Determine what is relevant

We discuss the property, rent and the objective selection criteria requiring verification.

2. Inform the applicant

The applicant knows which relevant information and documents are being checked; this is not a secret background investigation.

3. Verify documents

Documents are supplied through a secure method and compared with permitted sources. Inconsistencies and unconfirmed information are examined further.

4. Receive a factual report

The report explains which information was confirmed, what could not be verified and where inconsistencies were identified.

What do you receive, and what are the limits?

The report summarises confirmed information, information that could not be verified, inconsistencies identified, sources used and the limitations of the checks performed. We do not issue an automatic “approved” or “rejected” score; the landlord assesses the findings against the predetermined selection criteria.

Dutch Detective Agency does not have access to the Dutch Personal Records Database, BKR credit registrations, bank accounts, criminal records, tax information or other restricted registers.

Different sources may be relevant for self-employed or international applicants, such as business registration, income information and foreign employer details; the possibilities and reliability vary by country.

Tenant screening takes place before the tenancy agreement is signed. If there are indications of subletting, non-occupancy or unauthorised occupancy during an existing tenancy, this becomes a housing fraud investigation instead.

Tenant screening involves privacy-sensitive information. We first establish which information is genuinely necessary, its purpose, who may receive the report and how long it may be retained.

Frequently asked questions about tenant screening

Which information can be checked?
Depending on the selection criteria, screening may examine identity, employment, income, self-employment, rental history, landlord references, supplied documents and relevant public financial or business information.
Must the applicant know that screening is taking place?
Yes. The applicant must know which relevant information is being checked and how personal data will be processed. Screening is not a secret general investigation into private life.
Can you check BKR credit records, debts or criminal records?
No. Dutch Detective Agency does not have access to BKR credit registrations, bank information or criminal records. In certain situations, relevant public insolvency or business information may be examined where necessary and permitted.
Does screening guarantee that rent will always be paid?
No. Screening may identify inaccurate information, inconsistencies and relevant risk indicators, but cannot guarantee future payment or behaviour.
How long does tenant screening take and what does it cost?
This depends on the number of checks, documentation and any foreign sources required. After the initial assessment you receive a clear proposal with an expected completion time and cost.
